Innovationhasbecomeacriticaldriverofglobaleconomicdevelopment,withtechnologicaladvancementssuchasAI,bigdata,cloudcomputing,andblockchainpavingthewayfornewwavesofinnovationintheDigitalAgeandDeepScience.

IntellectualProperty(IP)hasavitalroletoplayinpromotingindustrialupgrading,creatingjobs,attractinginvestment,andimprovingbusinesscompetitiveness.Inthiscontext,theChinesegovernment"sinstitutionalreformplantoelevatetheChinaNationalIntellectualPropertyAdministration(CNIPA)toadirectlyaffiliatedagencyundertheStateCouncilisasignificantsteptowardenhancingthestatusofIPinChina"sfuturestrategyandpromotinghigh-qualitydevelopmentandexpandinghigh-levelopening-up.

TheplanaimstoimprovetheIPmanagementsystem,placingtheworkofpatentandtrademarkconfirmationundertheCNIPA,whileleavingtheenforcementparttothemarketregulationdepartment.ThisarrangementwillstrengthentheprotectionofIPasawholebyclarifyingtheresponsibilitiesoftheCNIPAandthemarketregulationdepartment,andthetwodepartmentswillworktogethertoprotectIP,contributingtothebuildingofastrongIPpowerhouse.TheWIPOOfficeinChina(WOC)welcomestheplanandbelievesthatthisreformwillcomprehensivelyimproveIPcreation,utilization,protection,management,andservicesinChina.

China"sachievementsininnovationareremarkable,withthecountryranking11thintheWIPO"sGlobalInnovationIndex(GII)in2022,up23placesfrom2012,andtheonlymiddle-incomeeconomybreakingintothetop15.ChinaisalreadyamajorIPcountryandaglobalinnovationleader,ranking1stinnineofthe81innovationindicatorsoftheGII.TheseaccomplishmentsdemonstrateChina"scommitmenttobuildingastrongIPpowerhousecountrywithChinesecharacteristicsandworld-classlevel,assetoutintheOutlineofBuildingaStrongIPPowerhouse(2021-35)andthe14thFive-YearNationalPlanforIPProtectionandUtilization.

AstheWIPO"sextensioninChina,theWOCvaluesthecloseandfriendlycooperationwithChina,appreciatesChina"ssignificantachievementsinIPdevelopmentandthebuildingofinnovativeecosystems,andseesthehugepotentialofChina"sinnovation-drivendevelopment.TheWOCwillcontinuetostrengthencoordinationandcooperationwithChina,closelyconnectwithmedia,markets,andstakeholdersingovernment,academia,andbusiness,andprovidetimely,tailoredandtargetedservicestoempowerChina"sscientificandtechnologicalinnovationwithIPandpromotehigh-qualitydevelopment.
